Elmira Downtown Development's (EDD) mission is to continually enhance the environment of Elmira's downtown district through innovative programs, promotions and partnerships that foster a sense of community while strengthening the economic vitality of our business partners. 

With a clear vision of furthering those partnerships in an architecturally diverse downtown district to create a vibrant, dynamic and welcoming place to live, learn, work, shop and play. 

​The City of Elmira's Downtown Business Improvement District (BID) is a 52-block area on both sides of the Chemung River. North of the River, the BID is bordered on the west by Columbia Street; on the north by Clinton Street; and on the east by Madison Avenue. South of the River, the district is bordered by Main Street on the west and Pennsylvania Avenue and Sly Streets on the southeast. All properties within these boundaries, as well as properties situated on the perimeter, are member properties of the BID.

As a steward to the BID, EDD works closely with all partners to ensure success for the heart of our city. Our partners include city and county-elected leaders, property owners, business owners, nonprofit organizations and business leaders. EDD plays a key role in ensuring the downtown is growing,, exciting, attractive and welcoming to all. 

We host several annual events to support our businesses and create downtown Elmira as a destination for activity. The organization cultivates memorable experiences that strengthen and support the economic vitality of the downtown district.
