Elmira Downtown Development is a not-for-profit 501(c)(3) corporation administering downtown Elmira’s Business Improvement District. Funded entirely by a special assessment tax on properties within the 52-block district, EDD has as its mission the revitalization of the central business core of the city.
The professional staff of EDD reports to a 13-member Board of Directors. There are three different classes of board membership; members represent property owners, commercial tenants, and downtown residents. To bring an issue to the Board of Directors, contact the Executive Director.
